About our History

 

United Underground Precast was formed in 2019 to meet the increasingly complex technical and manufacturing demands crucial to the delivery of advanced durable precast concrete segmental tunnel liners, micro-tunneling pipe, and other custom precast elements for major underground projects. We have the most experienced team in the industry. Our team has completed over 75 segmental tunnel liner projects internationally, including over 30 projects in North America.

Through our affiliation with United Concrete Products, we offer unrivaled capabilities with our fully-owned NPCA and PCI Certified plant assets, quality testing, and concreting expertise.

We maintain expertise through close collaboration with industry suppliers and continuously seek best practices by benchmarking segmental liner plants in Austria, France, Germany, Switzerland, U.K. and the U.S.

Our commitment is backed by our practices and our ongoing investment in people and resources. Our Engineers perform extensive and careful reviews of project requirements pre-bid. We utilize our industry unique laboratory capabilities to perform pre-bid and post-award concrete trials to reduce the time to approved mix designs.

Walter Siryk

President and Principal

Prior to founding United Underground Precast with Jon Gavin, Owner & President of United Concrete Products, Inc., Walter served 18 years as Executive V.P./COO of Concrete Systems, Inc. dba CSI Tunnel Systems, including execution of 29 precast segmental tunnel liner projects.  Walter, alongside the Principal Owner, conceived and built the operating model and infrastructure that enabled the company to scale operations and pursue multiple segmental tunnel liner opportunities across North America. Walter was involved in all commercial and strategic aspects; specification review, tendering, contracts, ventures, and mobilization for all segmental tunnel projects. Prior to joining CSI, Walter worked in mergers and acquisitions at Fleet Corporate Finance.  Previously, Walter served as a product flow manager at the Eastman Kodak Company, specializing in designing, mobilizing and manufacturing new products to Six Sigma standards in an ISO 9001 global high volume manufacturing environment with distributed teams in Asia and Europe. Walter holds a B.S. Engineering and MBA from the University of Rochester and an Advanced Certificate for Executives from the Sloan School of Management, MIT.

Jonathan Gavin

Principal of United Underground, Owner and President of United Concrete Products, Inc.

Jonathan has over 25 years of experience in the precast concrete industry with expertise in concreting plants, the layout and construction of heavy industrial factories, steel mold building and mechanical systems.  Jonathan purchased United Concrete Products over 20 years ago and has grown the company over 700% through both organic and acquisitive growth and diversification of product lines.  Through his leadership and hands-on efforts, the Company built two turn-key precast factories from green field and converted an acquired specialty steel factory.  Jon is actively involved in the Underground business, guiding all aspects of the business including tendering, process development, asset acquisition and build out.  Jon holds a B.S. Civil Engineering from the University of Maine.

Thomas Steinfeld

Director of Segment Manufacturing

Thomas has over 30 years of experience managing major international tunnel projects involving the manufacture of metro, road and water tunnels with segmental tunnel liners. His expertise includes the tender process; the design and layout of segment manufacturing plants; and mobilizing and managing the production of segmental liners.  

Thomas has responsibility for technical, commercial and quality aspects of projects to ensure successful delivery to the satisfaction of the client.

In his role as a consultant he has undertaken several projects with Joint Ventures and Partnering Agreements.  He is familiar with Design and Build processes. His experience is further enhanced with his ability and knowledge in dealing with major technically complex works.

Project Experience includes:

  • Doha Metro Goldline – Design and layout for precast segment plant, procurement of equipment, segment production oversight for ALYSI JV.

  • UAE-Abu Dhabi Strategic Sewer Enhancement Programme, STEP Project – Construction Manager - Design & layout for pre-cast plants, tendering, and putting plants in full operation for Commodore Cement Industries.

  • Sotchi Olympic Winter Games 2014 – Erection of three (3) segment carousel plants, three (3) batching plants, two carousel reinforcement lines and automated rebar welding equipment for Bamtonnelstroy and HERRENKNECHT Formwork.

  • Kuala Lumpur MRT Project Line #2 – Consultancy for design & production of hybrid segments (steel + steel fibers).

  • Ottawa Sewage Tunnel – Quality Control for segment production, Supervision at Boucher Precast Plant for Con-Force –Boucher.

  • TTC Toronto Metro Tunnel - Quality Control for segment production, Supervision at Woodstock Precast Plant for Armtec.

  • Thames Tideway, Lee Tunnel London – Tender evaluation with design and layout for pre-cast plant, molds, equipment and cast-in items for HOCHTIEF-MURPHY.

  • CORRIB Tunnel Ireland – segment production oversight for Shay Murtagh gas pipeline Project for SHELL

  • The Tunnels under the Suez Channel Project, both Port Said and Ismailia sites; advice on production related matters to re-entry the project time line

George Stevens

Operations Manager

George has over 30 years of experience manufacturing reinforced concrete pipe (RCP); jacking and micro-tunneling pipe; and precast concrete products.  George started in pipe manufacturing and progressed to field installations, supervision and as General Manager of Operations while working for various entities including: Field Concrete Pipe, Hydro Conduit, CSR New England, Rinker Materials, Lehigh-Hanson and Concrete Systems, Inc.. George served as a member of Corporate Safety Committee for Rinker Materials and member of the corporate plant efficiency team (TEAM project) at Lehigh-Hanson. In addition, he participated in benchmarking segmental tunnel liners operations in Europe and attended the Tunneling Fundamental course at the Colorado School of Mines.

George is highly experienced in microtunneling and jacking operations, having spent many years in field installation. George has worked on 4 segmental liner projects: Columbus OARS, Rondout-West Branch Bypass Tunnel, South Hartford CSO, and Southwest Outfall Replacement (Bergen Point).
